This Request for Proposals (the “RFP”) is an invitation by the Town of Cochrane (“the Town”) to prospective proponents to submit proposals for Private Security Services, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Town is seeking proposals from professional companies experienced in riverbank erosion control and restoration using bioengineering and vegetative management solutions. 

The intent of this project is to reduce erosion, enhance soil stability, and protect riverbanks from future degradation. This will be accomplished through a combination of targeted plantings, bioengineering practices, native seeding, informal trail closures, and the active management of invasive species in the project area. The riverbanks are currently experiencing significant erosion, largely due to human and canine access. This erosion is primarily in the form of informal desire lines and the formation of rills, both contributing to the degradation of the landscape.

While erosion resulting from natural forces, such as water levels and river morphology, cannot be mitigated through this project, the impact of human-induced erosion can be reduced. The goal is to address erosion caused by park use, slowing the impact of these degrading factors and preserving the ecological integrity of the area.

The project site is located at Jim Uffelmann Park (720 River Ave, Cochrane, AB), along the Bow River, extending approximately 1,043 meters in length. There is approximately 7000m2 of riverbank requiring erosion mitigation.

This project will be divided into four sections, with the required work scheduled for completion in 2025 and 2026. Sections A and B will be started in 2025, while Sections C and D will be started in 2026.

The Term of the Agreement is to be for a period of two (2) years, with an option in favor of the Town to extend the agreement on the same terms and conditions for an additional term of up to 1 year at the Town’s sole discretion.
